Ahh fair enough, must admit when I saw it that it was only sitting on a table, it certainly wasn't 'RUNNING' so I doubt it's authenticity anyway.

Most likely a hoax.
As with all these phenomenae, the very moment they can be proven or confirmed is when things fall apart. Was it a coincidence that it got caught in a breeze just as you approached? I think not.
Remember to always look for the more plausible explanation.
My guess (and this is just off the top of my head) is that some mischievous child installed a remote controlled propellor in to some more durable material that merely looked as though it was a sheet of paper due to clever angling, he would have then disguised the propellor with a seriers of cameras that project the view from behind the propellors onto a uniform TV screen that covers the surface of the propellors, making them invisible to the undiscerning eye, like the car that Q invented for James Bond. Some simple noise cancelling device as used by some airconditioning factories would have completed the illusion that you were actually looking at a piece of paper just happening to blow about in a breeze.
It makes me laugh, I wonder how many others were taken in by this simple hoax!
