For the record I am not in support of this concept outlined today, but....
I was a few years ago involved in the ACTAFL. The Sydney Swans removed their reserves from Port Melbourne in VFL and entered their Reserves in the ACTAFL. They were in the Sydney league for a year previous, but the comp wasnt strong enough to develop players.
This meant that SS did not have a B grade or juniors in ACTAFL. The SS would top up their list each week by borrowing young players from the club that had the bye, or from the B'grade/U18's of the club it was playing. The players they grabbed were usually of prime draft age. It gave the SS the opportunity to watch younger players play at league level. It was weird for players to play against older team mates, but the exposure to play with AFL listed players, get AFL perspectives was invaluable. A lad from my club got drafted from this opportunity.
I know Canberra is much smaller than SA, but if created carefully the concept of Crows/Power reserves in SANFL could work.
If Crows/Sturt & Power/Magpies did make an association, Sturt & Magpies must lose their junior zones & the U18/Reserves teams. With two sides, this will have programming implications.
SS have been dominant when the AFL have had minimal injuries, and come finals when SS when still in, the reserves were unbeatable. If the AFL side were knocked out, many of the experienced fringe players were put on ice. Reality, the standard of SANFL league outweighs ACTAFL league.
