No one. That is the great mystery of the report. He got hit in the face by number 22, he shaped as if to throw a punch, but only in an intimidating manner and the umpire, who had not got a decision right all night kept up with his perfect record.
Most people didn't think that he got reported. The umpire made out to get his book out, but didn't. It came as a surprise to see the report come to fruition.

I think the 'Match Review Panel' or Tribunal can now place players on report after they review the tapes of each games on a Monday morning.
Maybe something else was noticed thus resulting in him being reported?
Regardless, his tibunal hearing is tonight, along with Tom Jonas from Norwood.

It (the report) could be from another incident that might have only been cited on the video review perhaps? Surely a player can't be reported for 'faking throwing a punch at someone and pulling out* almost straight away' ?

There used to be a time when players were reported for "Attempting To Strike" (which, presumably meant they either weren't very good at it, or made a token effort).

I prefer to think of it as a classic case of the tribunal catching up on the the additional game he should have at least got last year when he smashed Murph in the jaw from behind at the Bay and only got one game....
Allaway got one game, Murph got four with a broken jaw.
