Using that analogy North wouldn't have even been pulled over because of the cars that police allow to do slightly over the speed limit due to technical issues.

If the owner of the car is questioned about it he soon tells the cops it was the previous owner, and a lot of drunk drivers do fess up when they're caught, I know my old man did when he was .284 after crashing into 2 parked cars!
Was that before or after he fell out of the car!!
