Yes it is. Don't know how they got into the SANFL as they weren't that successful in the SAAFL.
I think there was the big push to get the team from Elizabeth in and nobody thought an odd number of teams and a bye was a good idea,
There were two schools of thought, either relocate the perennially unsuccessful South Adelaide to Elizabeth or bring in Central plus another side. I know that other areas mooted for the other side include the Hills and Kensington but I believe the primary "official" reason was that the Woodville council was the largest in the state and therefore more likely to be able to support a league side. The "unofficial" reason was that bringing in Woodville would weaken Port Adelaide, instead it killed off Torrens and to a lesser extent weakened West and North Adelaide.
I have often mentioned that South survived by the casting vote of the league president after the 8 clubs were locked 4 all. Remember South had never finished higher than sixth in an eight team competition between 1945 and 1964. It was somewhat ironic that they would win the flag in 1964, the first year that Central and Woodville came into the competition. South were bottom again within 5 years, in 1969.
