I reckon the truth is somewhere in the middle.

The AFL clubs can't force their players to certain clubs, but they certainly can coerce to a degree by way of friendly conversations with SANFL clubs about who'd they'd like to see there and why (whether a SANFL club does as the AFL club would hope is another matter).

Not many SANFL clubs want to get either of the AFL clubs offside, most find it more beneficial to have good working relationships with them rather than having a situation where they are working against one another.

Just my own thoughts, might be way off the mark.

I would think the SANFL clubs decide who they want, between 2 or 3 choices) and then contact the AFL clubs to discuss what the AFL club thinks of each player; their likelihood of playing AFL, their development, injury status, etc.

The SANFL clubs, armed with this info, would then make its own choice.

If you look at today's mini-draft, it's pretty clear that most clubs drafted on need, so Sturt wanted a ruckman, North a defender, West a midfielder, Glenelg a key position player, etc.

Personally would have preferred we took Crouch, regardless of position need, but maybe the club knows something I don't.

It is my belief - based only on what I've heard - that Glenelg did exactly the above; possibly may have touched base with other SANFL clubs as well. Take this as some vindication of RAB's claim.
