I think the TAC Cup is the major reason for SA not winning.
It is a quality competition with 250 plus players playing each week. The better players get to play seniors in the VFL too.

Besides which Vic Metro would be drawing from a pool of players about 4 times that of SA's if those numbers reflect the population difference.
